Billed for Deployemnt

Hi VibeCode Support, I was charged US$20 for deploying Sacrarium, but I’ve never been charged for deployment before. Is this a new fee, and is it a one-time or monthly charge? The App Store submission didn’t go through because my Apple Developer account is temporarily blocked while I convert it from an individual to a business account. Can you refund the $20 since the submission was unsuccessful? Please also clarify whether this charge covers cloud hosting separately from App Store submission, and whether I’ll keep being billed while my Apple account conversion is pending. Thank you!
